Sant' Antnin Waste Treatment Plant: Third party planning appeal

The Third Party Planning Appeal re planning permission at Sant` Antnin Waste Treatment Plant was prepared and filed with the Planning Appeals Board on behalf of the Local Councils of Marsascala and Żejtun. This appeal was against the decision of the Malta Environment and Planning Authority to grant outline planning consent at Sant` Antnin Waste Treatment Plant off Triq Wied iż-Żiju, Marsascala. The permit was for the part demolition of existing plant and upgrading of the existing facility to accommodate a material recovery facility, a mechanical treatment plant, a digestion plant and a composting plant.

The site, covering an area of circa 4.7 hectares, is located on the main road to Marsascala, a main tourist zone in the south of Malta. It currently caters for waste sorting, recycling and composting facilities. In recent decades, Marsascala developed from a tranquil seaside village to a well sized settlement by Maltese standards, with a significant increase in permanent residences, and a mecca for entertainment.

The relative permit was issued to WasteServ Malta Ltd, a Central Government-owned, semi-autonomous company responsible for constructing and operating waste management facilities on behalf of the Ministry for Resources and Infrastructure. This company currently operates the existing Sant` Antnin Waste Treatment and Composting Plant, a plant commissioned in 1993, weighed down by a sequence of difficulties both technical and environmental.
